Introduction

Production and access to safe drinking water are strongly associated with historically stable weather patterns and with reasonable degrees of predictability. The climate change phenomena, derived from the historical and intense anthropic interventions on the planet, implies uncertainties and threats of various orders, including those related to collective access to water for human consumption.


More frequent and intense droughts have impacted water sources in several regions of the globe, threatening relevant population groups with situations of rationing, shortages and changes in water quality. Torrential rains and flooding imply significant risks to the population and damage to structures aimed at social purposes, including health care and sanitation. Because of this, public policies have incorporated climatic phenomena as variables of the first order, comprising, among other aspects, mitigation, adaptation and resilience actions.


Recognizing that water scarcity is expected to increase on the planet due to climate change and that such phenomena carry additional risks of the occurrence of natural disasters involving serious threats to the lives of large human collectivities, the World Health Organization has promoted strategies that seek to strengthen and make a set of services identified by the acronym WASH (Water, Sanitation and Hygiene) more robust.


In 2021, the Government of São Paulo State prepared a Climate Action Plan (PAC 2050) and foresees another Climate Adaptation Plan for 2022, including an analysis of risks and climate vulnerability for the territory of São Paulo, which include, among other aspects, strategies to guarantee the access to drinking water for all population strata, especially the most vulnerable.


The 12th São Paulo's Seminar on Water and Health 2022 (SAS 2022) proposes to discuss these issues from different points of view, in order to support public policies aimed at controlling health risks, as well as to promote the integration of health and environmental issues, water resources, sanitation and urban development.


This year's reflections include perspectives that encompass not only contemporary health scenarios and emergencies, but also the historical context that corresponds to 30 years of implementation of the Water Quality Surveillance Program for Human Consumption in the State of São Paulo.


SAS 2022 is part of the traditional Environment and Health Annual Cycle of Events from the Sanitary Surveillance Center, which also includes the Chemical Safety/Contaminated Areas and Health, and Healthy Hospitals seminars, this year in their 21st and 15th versions, respectively.


The central objective of this two-decade-long Cycle is to get to know in depth the broader contexts and local contingencies that determine or influence the health and disease processes associated with environmental factors, an essential condition for effective action in the control of health and in protecting the population.


To this end, the Sanitary Surveillance Center (CVS) and its partners – all of whom are notably relevant on the subject – seek to foster expanded dialogue with society and disseminate theoretical knowledge and practices that support our civilizing journey.

Panel 1 - december 05th (Monday), 09:30am - 12:30pm (Brazilian time)

30 years of water quality surveillance in the State of São Paulo

The São Paulo State Water Quality Surveillance Program (Proagua), implemented in 1992 under the coordination of the Sanitary Surveillance Center, has as its main objective to guarantee the quality of the water consumed by the population of São Paulo to prevent diseases of water transmission.


Over these 30 years, potability parameters and the concept of safe water have changed, bringing increasingly complex dynamics to water quality assurance.


This Panel proposes an expanded reflection on the current stage and the historical bases that support health policies aimed to monitor water potability.

Assessment and surveillance of water supply services in Latin America and the Caribbean

Rodrigo Coelho de Carvalho - Federal University of Minas Gerais

Bachelor in Geography, Master, PhD and researcher at the Postgraduate Program in Demography at UFMG (CEDEPLAR/FACE/UFMG). He held a postdoctoral degree in the Public Policies and Human Rights in Health and Sanitation group at the René Rachou Institute (Fiocruz). He is currently a substitute professor at the Institute of Geosciences at UFMG.

Luiz Antônio Dias Quitério - Sanitary Surveillance Group of Santos

Agronomist, holds a Master's degree in Public Health from the University of São Paulo and a specialization in Health Surveillance and Environmental Engineering. He is a member of the Thematic Group on Health Surveillance of the Brazilian Association of Collective Health (ABRASCO). He works in the Regional Sanitary Surveillance Group of Santos (GVS XXV).

The evolution of the water quality surveillance program for human consumption in Brazil and its main challenges

Adriana Rodrigues Cabral - Ministry of Health

Civil Engineering, with a master's degree in Environmental Technology and Water Resources. Technical Analyst of Social Policies at the Health Surveillance Office of the Ministry of Health. She is part of the General Coordination of Environmental Health Surveillance (CGVAM), working on the surveillance of water quality for human consumption.

Water surveillance as a civilizational advance: 30 years of Proagua

Luis Sérgio Ozório Valentim - Sanitary Surveillance Center of São Paulo State

Architect specialized in Environmental Management and PhD in Urban and Regional Planning from the University of São Paulo. Director of the Environmental Division on Sanitary Surveillance Center with experience in integrated public policies in Health, Environment, Sanitation, Water Resources and Urban Development.

Coordination

Rubens José Mário Júnior - Sanitary Surveillance Center of São Paulo State

Biomedical, specialized in Environmental Management in Agroindustry and Master's in Public Health from the University of São Paulo. He is currently the technical director of sanitation at the Sanitary Surveillance Center of São Paulo State, working mainly in the Coordination of surveillance of the water quality for human consumption.

Providing safe water in disaster situations

Climate change and the impact of droughts and floods on the quality of water sources are important aspects for promoting the health of populations affected by disasters and for the recovery of these areas.


With the predictions that these events will occur with greater frequency and intensity, it is necessary to assess the resilience of water supply systems and the effectiveness of Sanitary Surveillance actions.

Professor at the School of Engineering of São Carlos from the University of São Paulo, Master's and PhD in Water Resources and current scientific coordinator of the Center for Education and Research in Disasters of the State of São Paulo. He has experience in solutions for vulnerable communities in the area of water resources, sanitation and health.

Marina Batalini de Macedo - Federal University of Itajubá

Professor at the Federal University of Itajubá. She has a post-doctoral degree in Environmental Health from the University of São Paulo, and a master's and PhD degree in Hydraulic Engineering and Sanitation. She has experience in the area of sustainable urban drainage, flood management, climate change, and water resources management.

Floods in Bahia State: experience of Health Surveillance actions focusing on water supply - Vale do Jiquiriçá

Analy Marquardt de Matos - Coordination of Environmental Health Surveillance of Bahia State

Physiotherapist, Master in Public Health. Student of the Epidemiology Training Program for Health Managers at Johns Hopkins University/USA. She is a Sanitary Specialist at the Health Office of the Bahia State, working for more than 10 years in Health Surveillance. She has experience with the epidemiology of specific population groups and health situation analysis.

Climate change, droughts and economic impacts: an analysis for the São Paulo Metropolitan Region

Karina Simone Sass - University of Açores

Economist, with a Master's in Economic Development and PhD in Development Economics, she is a member of the Regional and Urban Economics Nucleus of the University of São Paulo. She has a background in economics, with an emphasis on regional and urban economics, quantitative methods, and climate change economics.

Wanderley da Silva Paganini - University of São Paulo

Civil Engineer; Sanitary Engineer, Master and Doctor in Public Health from the University of ao Paulo. He worked at Sabesp for more than 40 years, creating and taking over the Environmental Management Superintendence until 2020. He is currently a Lecturer at the Department of Environmental Health at USP and is a Member of the National Water Resources Council, and the State Council of the Environment.

Access to water and health protection for vulnerable populations

In scenarios of change in the water regime and conflicts over the use of water, it is necessary to strengthen health actions for groups in situations of vulnerability to guarantee a universal water supply and better actions for health promotion and protection.

Gender and inequality in access to water

Sonaly Cristina Rezende Borges de Lima - Federal University of Minas Gerais

Civil Engineer, professor and researcher at the Federal University of Minas Gerais. She develops research aimed at analyzing public sanitation policies from the perspective of intersectionality, and rural-urban integration, with a view to participatory management based on popular education.

Geyse Aparecida Cardoso dos Santos - Sanitary Surveillance Center of São Paulo State

Biomedical, specialist, Master and Doctoral Student in Public Health from the University of São Paulo. Since 2016, she has been dedicated to the investigation of opportunistic microorganisms present in environmental matrices that can cause harm to human health. She is currently a member of the Research Center on Environmental Risk Assessment (NARA) at and Technical Director in the Sanitary Surveilance Center.

Water and Health: discussing communication for the population

The dialogue between public agents, drinking water producers and consumers about water quality and the risks associated with it is a challenge that is currently supported by technological tools and new management resources.


This Panel aims to explore the understanding that inclusive risk communication strategies based on democratic principles are essential for health promotion policies.

Gabriela Marques di Giulio - University of São Paulo

Associate Professor at the Faculty of Public Health from the University of São Paulo and PhD in Environment and Society. His research focuses on the relationships between environmental crises and sociocultural contexts. She integrates the coordination of the Biota / Fapesp Program and is vice coordinator of the Environment and Society Research Group of the Institute of Advanced Studies.

Strong and weak points of sanitary surveillance communication in the internet

Fernanda Voos - Sanitary Surveillance Center of São Paulo State

Pharmacist, with Master at the Faculty of Public Health from University of São Paulo. She has been working on sanitary surveillance for 14 years and is the coordinator of the Pharmacovigilance and Technovigilance Centers of Sanitary Surveillance Center of the State of São Paulo, since 2020. Author of Anvisa's Technovigilance Manual (2021).

Participatory methods for water risk communication

Cintia Okamura - State Environmental Company of São Paulo (CETESB)

A sociologist at the State Environmental Company of São Paulo. She holds a master's and a PhD in Social Psychology. It develops risk communication actions and projects and coordinates participatory processes, creating partnerships between the government, the private sector and civil society for the construction of public policies for sustainable development.

Maria Inês Zanoli Sato - State Environmental Company of São Paulo (CETESB)

Biomedical, Master in Microbiology and Immunology, PhD in Science (Microbiology) from University of São Paulo. She has been working at Environmental Agency of the São Paulo State for over 40 years in the analytical area, leading environmental analysis laboratories and coordinating research projects with an emphasis on environmental surveillance and monitoring of pathogens and chemical contaminants.

THE ARTIST

Julia da Mota (@juliadamota_)

Brazilian artist, born in São Paulo in 1988, graduated in Architecture and with a master's degree in Visual Arts from the University of São Paulo. Her body of work addresses the possible links between man-built space, the idea of landscape, and their limits. In her research, she investigates the tensioning of boundaries– between the external and the internal, the constructed and the void; between passage and permanence, between the public and the intimate. She was artist-in-residence at Pivô, East London Printmakers (UK) and at the 2nd edition of Lava! (Source Residence/SP). In 2018 she was part of the LAMB Projects artist residency in Berkshire (UK). She has participated in exhibitions and has collections in several Brazilian and international cities.
